A 2014 study from the Conference Board of Canada found that Ontario’s FHTs struggled to recruit and retain qualified non-physician health professionals. The unworkable economics of Ontario’s FHT system forced Liberal Premier Kathleen Wynne — who’s not exactly remembered for her fiscal prudence — to put a pause on FHTs in early 2015.
So far, the Alberta NDP hasn’t said how doctors and other personnel will be compensated in its proposed FHT system. However, with the party touting FHTs as a vehicle to massively boost the number of Albertans who have a regular family doctor, it’s possible that its model will involve capitation payments. Whatever the case, the party needs to explain to voters how its model of FHTs won’t eventually run into the same financial challenges as Ontario’s.
