However, as first reported by the Pickering News Advertiser, two other key pieces of legislation will not be returned. The Ministry of Municipal Affairs and Housing has confirmed with Durham Radio News that it will not reinstate the Central Pickering Development Plan, which guided plans for the community of Seaton and its relationship with Duffins-Rouge. Officials argued the plan’s points are now reflected in the city’s Official Plan.

It will also not be reinstating O. Reg. 154/03, a zoning order that brought further limits on development in the area. Officials say the Greenbelt Plan now directs municipalities when it comes to land-use planning matters. “Through the Greenbelt Statute Law Amendment Act, 2023, our government restored all areas of land removed from or redesignated within the Greenbelt and the Oak Ridges Moraine areas,” said Justine Teplycky, a spokesperson for Housing Minister Paul Calandra. “The legislation also strengthens protections by ensuring any future changes to the boundaries of these areas can only be made through an open, public and transparent legislative process.
