The proposed law introduced in the Quebec National Assembly Thursday morning would ban people in positions of authority from wearing their religion. The list of positions includes judges, prosecutors, police officers, court security, jail guards and teachers

“We will do whatever we can to bring together people,” Mr. Legault said Thursday moments before the law was presented. “That should be the objective of everyone in the weeks ahead, to have a serene debate. We are responding to what a large majority of Quebeckers want.”

Opponents of the have been preparing for a fight anyway. The English Montreal School Board passed a resolution Wednesday saying they would not enforce the law because it is contrary to the values they teach children. A teachers’ union has said it will go to court to prevent the province from questioning teachers about the religious meaning of their clothing.

The draft bill and Mr. Legault’s call for calm is the latest chapter in a debate that has roiled Quebec since the aftermath of 9/11. It was in 2002 that a school board ordered a young Sikh boy to remove his kirpan – a small ceremonial dagger. The Supreme Court of Canada ruled in his favour.

Muslim women in particular have taken up vital roles running after-school programs, day cares and other services in Quebec.
