The second phase of the Public Transport Modernization Program (PTMP) in the Philippines, focusing on route rationalization, is projected to be completed within two years. This initiative aims to ensure an efficient and adequate public transportation system by optimizing routes and addressing any imbalances in PUV unit distribution. The process will involve collaboration between local government units, the Department of Transportation (DOTr), and the Land Transportation Franchising and Regulatory Board (LTFRB).
The rationalization of routes, the second phase of the Public Transport Modernization Program (PTMP), is expected to be completed in two years, according to a Department of Transportation (DOTr) official. Undersecretary Jesus Ferdinand Ortega explained that this shift to the second phase was driven by the increasing number of consolidated operators and drivers of public utility vehicles (PUVs).
Prior to President Marcos' approval of a three-month extension for PUV consolidation in January 2024, the national government had already established 1,728 cooperatives and corporations with 262,344 members. The route rationalization process for each local government unit (LGU) is carried out under the Local Public Transport Route Plans (LPTRP) of the PTMP. This rationalization aims to determine if a particular route within each LGU has an adequate or inadequate number of PUV units operating. 'This will take two years. The LGUs, the DOTr, and the Land Transportation Franchising and Regulatory Board (LTFRB) will check every route to determine the number of vehicles in every route,' said Ortega. The LPTRP is a detailed plan outlining the route network, the identified mode of service to operate on those routes, and the required number of units per mode for delivering public land transport services. It also encompasses the frequency of dispatch/headway, stop locations, and other transport facilities. The plan is formulated by LGUs and serves as the basis for the issuance of the Certificates of Public Convenience (CPCs) by the LTFRB. 'This will happen for the next two years. After the next two years, that is the time that we will start the replacement of old and dilapidated to modern vehicles,' Ortega added.
