Alex Silas, PSAC’s regional executive vice-president for the national Capital region, said the teams were essentially seeking parity with what had been achieved at the Treasury Board bargaining tables, including wage increases totalling 12.6 per cent compounded over the life of the agreement from 2021 to 2024.
Urging Anand to “commit to collaborative efforts with unions” and to work to create a more modern and inclusive federal workplace, the priorities outlined by PIPSC included correcting ongoing pay errors due to the Phoenix pay system, reviewing return-to-office orders, reducing outsourcing within the government, addressing the shortage of health-care professionals and implementing pay rates reflecting inflation.
A UTE news release indicated that the Nov. 1, 2023, rate of pay increase was also being planned and would be implemented by CRA shortly after that. Treasury Board has 180 days after the date of signing to implement the agreements, which were signed June 28 for the administrative services and technical services groups and July 12 for the operational services and library sciences groups.
Under the new guidelines, managers will be required to assess remote work requests individually, providing members with written responses about decisions. After going through a grievance process, issues that still aren’t settled will go to the panel, which then makes recommendations to the Assistant Commissioner of Human Resources for consideration in responding to final-level grievances.
