The PC found inefficiencies at Australia’s ports were costing the economy at least $600 million a year, though the indirect costs could be much higher.
The Productivity Commission has questioned whether the Albanese government’s new workplace laws will do enough to counter the excessive bargaining power of the Maritime Union of Australia in imposing costly and lengthy industrial action at the nation’s ports.
The 501-page document, authored by commissioners Stephen King and Julie Abramson, noted recent negotiations over employment agreements were protracted, and industrial action had hurt the economy. It found that high levels of protected industrial action in container ports over an extended period during the recent bargaining round translated into markedly lower productivity at affected container terminals.With four of five container operator enterprise agreements set to expire between March and December 2025, the Productivity Commission is concerned the overlap presents a period of significant risk.
However, the commission’s report, dated December 21, was sent to the government after it secured support for its industrial relations bill in the Senate.
