PM's national security adviser tells why she recommended Emergencies Act: 'This was a national crisis'

Jody Thomas differed from many previous witnesses who thought the Emergency Act was useful but not \u0027necessary\u0027 to clear the Freedom Convoy.

Thomas also noted many unknowns, including what might be in the large trucks parked in Ottawa and the RCMP intelligence describing the presence of weapons in Coutts, Alberta.

She was challenged in cross-examination about her understanding of the CSIS Act but said the federal government’s lawyers would soon be making the case for her arguments. “What we didn’t know was as significant as what we did know,” she said. “And we were at the point where we were going into the fourth weekend” and the protests needed to end, she added.Article content

She was also opposed to a proposal to have federal officials meet with the protesters in Ottawa, since there was no one organizing group that had control over all demonstrators and would bring a positive outcome. She also noted that a similar plan in Windsor had been attempted and had failed.Article contentOne of many police heads who were skeptical of the necessity of the Emergencies Act to deal with the protests was RCMP commissioner Brenda Lucki.

She admitted that “might have been something significant” to share “in hindsight.” But she insisted she did end up telling Public Safety Minister Marco Mendicino’s chief of staff all that in an email in the early hours of Feb. 14. “Individuals who are at that meeting are expected to provide information that is useful to decision-makers, being the prime minister and his cabinet. And so, if there is useful information or critical information, it needs to be provided, whether you’re on the speaking list or not,” Thomas said.Article content
