The plan for a “Tiny Shelter Community” to address homelessness in the City of Belleville is moving along yet may have hit a stumbling block.
Last year Not Alone Team Quinte requested $25,000 from city council for the development of a concept plan for tiny shelters. Council approved the request with money from reserves and asked for a report on the plan by December 31, 2022 but staff say a copy of the group’s concept plan or final approach has not been provided.
While the Not Alone team has provided receipts and an allocation of how those funds were spent, including advising that six sheds have been purchased with the city funds, staff say it appears the money has not been used for the concept plan that council had asked for. Late last year the Not Alone team asked council for $500,000 and a location to set up 10 tiny homes complete with washroom/dining facility hub.Staff say council should still look for partnerships with external agencies and private sector partners to address homelessness and housing issues but added because Not Alone Team Quinte did not follow the city’s directive, the group could be disqualified from having future funding requests considered or approved.
