The Philippines has secured free access to India's Traditional Knowledge Digital Library (TKDL) through an agreement with India's Council of Scientific and Industrial Research (CSIR). This collaboration aims to protect cultural heritage, enhance patent examination processes, and prevent biopiracy.

The Intellectual Property Office of the Philippines (IPOPHIL) announced on Wednesday that the country has secured free access to India's Traditional Knowledge Digital Library ( TKDL ) following an agreement with India's Council of Scientific and Industrial Research (CSIR). This collaboration paves the way for the Philippines to establish its own TK database, safeguarding cultural heritage and enhancing IPOPHIL's patent examination processes.

Established in 2001, the TKDL boasts over 515,000 formulations and practices from India's traditional medicinal and healing systems. The comprehensive database encompasses information on agricultural and metallurgical practices, with translations available in English, Japanese, Spanish, French, and German. Patent offices and institutions that have signed agreements with CSIR can access this wealth of knowledge free of charge.IPOPHIL Officer-in-Charge Nathaniel Arevalo emphasized the significance of this agreement, stating that it will help prevent biopiracy and protect the traditional systems of Indigenous Filipino communities. He explained, 'By learning from India's experience in creating, growing, and maintaining its database, the Philippines can create a robust mechanism to protect its traditional knowledge and preserve its cultural heritage while fostering scientific progress.' The agreement was formally signed during CSIR's Silver Jubilee celebration of the TKDL on January 24th in New Delhi. Ambassador Josel Francisco Ignacio and Third Secretary/Vice Consul Melissa Anne Telan represented IPOPHIL and met with TKDL unit head Viswajanani Sattigeri.The Philippines now joins 16 other countries, including the patent offices of the European Union, Japan, and the United States, in gaining access to the TKDL. Bureau of Patents Director Ann Edillon highlighted the benefits, saying, 'This will allow research institutions to access and utilize valuable information, combining old knowledge to develop new medicines, therapies, and innovations.' Furthermore, the Philippines is actively pursuing the formalization of its status as a Contracting Party in the World Intellectual Property Organization's Treaty on IP, Genetic Resources (GR), and Associated Traditional Knowledge (TK)
