Amidst concerns that comprehensive sexuality education (CSE) in a pending teen pregnancy bill would 'hyper-sexualize' children, Education Secretary Sonny Angara assures the public that inappropriate concepts will not be taught in schools. The National Coalition for the Family and the Constitution (NCFC) has launched a campaign against CSE, claiming it promotes 'sexual rights' and challenges traditional family values.

AMID warnings that comprehensive sexuality education being pushed in a pending bill on teen pregnancies would “hyper-sexualize” children at a very young age, Education Secretary Juan Edgardo “Sonny” Angara on Tuesday brushed aside worries of parents and some concerned groups on CSE and assured the public that “inappropriate” concepts will not be taught in schools.

In 2018, DepEd issued an order on policy guidelines on the implementation of CSE, which aims to “establish a common understanding of CSE key concepts and messages, and to ensure clear implementation of protocols in the CSE.” “Nakalagay doon, 0-4 years old, talagang nakalagay doon…’Early childhood masturbation’ talagang magugulat kayo,” said Sereno.

The petition warned that the CSE emphasizes “sexual rights, which could be interpreted as encouraging early sexual activity, and includes discussions on contraception, abortion, and non-traditional relationships.”1.
