A preliminary round of talks took place in Manila on Thursday between the Philippines and New Zealand's defense departments, as stated in a joint communiqué. The discussions focused on establishing the legal framework for a Status of Visiting Forces Agreement (SOFA), which would facilitate enhanced cooperation and joint military exercises in each other's territories.
