Philippines Alerts China After Suspected Unauthorized Scientific Survey Near Batanes
Philippines, China, Batanes

A Philippine Coast Guard spokesperson warned that a Chinese research ship may have performed illicit marine scientific research near Batanes, sparking diplomatic tension as both sides dispute jurisdiction over the waters. The incident raised concerns about potential interference with subsea cables and highlighted the broader contentions in the West Philippine Sea.

A Philippine Coast Guard official has confirmed that a Chinese research vessel, Jia Hai Ke 7, was observed conducting what appears to be an illicit marine scientific survey near the northern Philippines island of Batanes.

The vessel, operating in an area approximately 69 kilometers northwest of Itbayat, remained largely stationary for almost three days last week, a pattern that raised suspicions of deliberate scientific data gathering. Rear Admiral Jay Tarriela, the Coast Guard's spokesperson for the West Philippine Sea, detailed the situation in a press briefing held in Quezon City on Saturday.

Coast Guard Challenges Chinese Research Vessel

The Coast Guard first noticed Jia Hai Ke 7 off Batanes on September 28, after which they deployed an aircraft to challenge the vessel's presumed illegal activity. BRP Teresa Magbanua, a patrol craft of the Philippine Navy, later entered the area and used a rigid-hull inflatable boat to escort near the Chinese vessel, aimed at disrupting its suspected research operations.

Although the Coast Guard has not confirmed that it recovered any equipment from the water, the presence of a stationary research ship for an extended period would be consistent with the type of data collection conducted during marine scientific surveys, such as sediment sampling, hydrographic mapping, and acoustic monitoring. Rear Admiral Tarriela explained that Marina Scientific Research (MSR) often requires the deployment of instruments - for example, sub-seafloor sensors - that may be left in place for analysis.

He highlighted the potential for such operations to interfere with subsea cables, which are vital for global telecommunications and domestic internet connectivity. The Admiral also warned against prematurely linking the reported dips in internet signal strength in Metro Manila and parts of Central Luzon to the Chinese vessel's activities, stating that such connections were speculative. The incident also underscored the ongoing diplomatic friction regarding the extent of China's claims over the West Philippine Sea.

Batanes Jurisdiction and Sovereignty Claims

While the Chinese Embassy has affirmed that the waters around Batanes are within China's sovereign jurisdiction, the Philippine Department of Foreign Affairs has strongly rejected this assertion, maintaining that the area remains firmly within the Philippine exclusive economic zone. Admiral Tarriela called on the media to question Chinese Ambassador Jing Quan on whether China's stance regarding Batanes has truly changed, especially after Beijing announced that it no longer supports certain academic claims that previously challenged Philippine sovereignty.

In addition to the debate over jurisdiction, the situation drew attention to the role of Taiwan's Coast Guard. Three Taiwanese patrol vessels were eventually detected in the same area, likely monitoring the movements of both the Chinese research ship and its China Coast Guard escorts. There was no evidence of coordination between Philippine and Taiwanese coast guard units, but the presence of Taiwanese vessels suggests increased regional surveillance amid persistent tensions over maritime activity in the EEZ.

The incident illustrates the growing complexity of freedom‑of‑navigation operations and scientific research rights in contested maritime zones. The Philippine Coast Guard's active response, including aerial patrols and naval escort maneuvers, signals the country's willingness to enforce its maritime boundaries while engaging in diplomatic follow‑up. With China's continued emphasis on expanding its maritime influence, related disputes are unlikely to subside without broader diplomatic engagement or clearer international maritime guidelines.

Maritime Security Implications for the Philippines

The Philippine Government's insistence that Batanes remains a Philippine archipelago remains unchanged, reinforcing its claim that it has effective control over the province. As this dispute unfolds, it is likely to intensify discussions on maritime sovereignty, sub‑sea infrastructure security, and the conduct of marine scientific research in international waters.

Analysts predict that any misstep or misinterpretation may further exacerbate tensions in the region, affecting not only bilateral relations with China but also the stability of trade routes that pass through the Philippine archipelago. Overall, the incident marks a significant moment in Philippine-Civilian maritime security dynamics, as the Philippine Coast Guard demonstrates an assertive stance against suspected unlawful activities while simultaneously navigating diplomatic complexities that question the very boundaries of national jurisdiction over marine territories.
