The Philippines, ranked as the most vulnerable nation to climate change for three consecutive years, grapples with the consequences of extreme weather events, rising sea levels, and food insecurity. The inaugural CLIMBS Global Cooperative Climate Summit 2024 in Bangkok, Thailand, called for urgent action and showcased the nation's resilience.

Climate change poses one of the most significant challenges facing humanity, impacting every facet of life and transcending geographical boundaries and sectors. It is an 'everything crisis' that threatens our existence, livelihoods, and the very foundations of our societies.

As a nation particularly vulnerable to its effects, the question arises: 'Are we, as a people and a government, prepared to confront and address climate change?' This query expands upon the central theme of 'Are we ready?' that I explored in my keynote address at the inaugural CLIMBS Global Cooperative Climate Summit 2024 in Bangkok, Thailand. Noel Raboy, president and CEO of CLIMBS Life and Insurance Cooperative, characterized the summit, attended by over 500 representatives from across the Philippines, as 'more than just an event; it is a call to action — a platform where our shared dedication to sustainability, equity, and resilience converge.' The Philippines is widely recognized for its susceptibility to climate change. For three consecutive years (2022-2024), the World Risk Report has consistently ranked the country as the most vulnerable nation globally, underscoring our exposure to climate-related disasters such as typhoons, flooding, and droughts. The occurrence of six typhoons within a span of 30 days has been deemed 'extraordinary' by the World Weather Attribution: 'Unprecedented in scale, affecting over 13 million people, causing widespread devastation to lives and livelihoods, and placing immense strain on resources and infrastructure.' The World Meteorological Organization cautions about rising sea levels, posing a double threat of inundation and displacement for 60 percent of our local government units situated in coastal areas. Meanwhile, agricultural sectors grapple with unpredictable weather patterns that jeopardize food security. While our ranking highlights the critical need for urgent and decisive action, the Philippines has demonstrated some capacity for adaptation and resilience
