Plastic waste reduction advocates launched the Philippine Reuse Study Tour and Conference last week during Zero Waste Month. The event aimed to highlight the effectiveness of reuse and refill solutions as a way to combat plastic pollution . The three-day conference, held at Hive Hotel in Quezon from January 20 to 22, featured presentations from reuse practitioners and other stakeholders, alongside site visits to existing reuse and refill programs across Metro Manila.

The tour was co-organized by Mother Earth Foundation, Greenpeace Philippines, GAIA, Break Free from Plastic, and Plasticdiet Indonesia.The study tour focused on addressing the challenges and opportunities surrounding reuse and refill systems, demonstrating to local government officials, government agency representatives, and private sector members that these solutions are not only sustainable and necessary, but also practical and achievable. The Philippines faces a severe plastic waste crisis, with over 164 million sachets, 57 million shopping bags, and 45.2 million plastic labo bags used daily. E-commerce and food delivery practices exacerbate this issue. Environmental groups have long advocated for reuse and refill solutions alongside bans on single-use plastics, particularly sachets, due to their harmful impact on litter, floods, water sources, and the environment. Reuse and refill systems offer an upstream solution by allowing people to reuse packaging, eliminating the need for wasteful sachets and disposable containers. When implemented on a larger scale, these systems can replace disposables and significantly reduce plastic waste. Advocates believe that combined with policies aimed at reducing plastic production and consumption, reuse systems can effectively address the root cause of the plastic crisis. Refill and reuse initiatives, like Kuha sa Tingi, Juana Zero Express, Back to Basics Ecostore, and a zero waste carinderia in Manila, demonstrate their viability as sustainable business models. These models can be replicated and expanded nationwide. The groups are urging legislators and national government agencies, including the Department of Environment and Natural Resources (DENR), Department of Trade and Industry (DTI), and the Food and Drug Administration (FDA), to implement policies that promote and integrate reuse and refill systems. With local government units and communities leading the charge, these green groups believe it's time for lawmakers and businesses to take action
