Raymund Dante Lachica, and several John Does,PNP spokesman Brig. Gen. Jean Fajardo said in a radio interview she could not say what other cases would be filed against Duterte. The PNP said the actions of Duterte's staff interfered with the detention order issued by the House.Lopez was ordered detained after she was held in contempt for refusing to answer questions during a House hearing on how the Office of the Vice President had spent its confidential and intelligence funds. The PNP said the vice president's staff disrupted the operations at the House detention facility and the Veterans Memorial Medical Center .The police said the VPSPG personnel had a hand in the 'forced transfer' of Lopez from the VMMC to St. Luke's Medical Center.Duterte had said she would file countercharges against the PNP for disobedience, robbery and kidnapping.PNP chief Gen. Rommel Marbil made it clear the charges were not politically motivated.'The PNP remains committed to its mandate to enforce the law without fear or favor. The filing of cases against any individual, regardless of status or political affiliation, is a reflection of our duty to the Constitution and the Filipino people,' Marbil said.'If we do not file cases against those accused, what will people say? Takot ang pulis, pangmahirap lang ang pangil ng batas? We cannot allow such perceptions to take root. Our duty is to apply the law to everyone, regardless of their standing, because justice is not selective,' he said.Marbil added: 'We have seen how inaction, or selective application of the law, undermines public trust — like the 'tokhang' criticisms of the previous administration, where victims were perceived to be predominantly from the poor. We refuse to let history repeat itself.'He said the legal principle 'Dura lex, sed lex' — the law may be harsh, but it is the law —'guides us in our work. As law enforcers, we cannot choose whom to apply the law to or make exceptions based on affiliations or relationships. Our mandate is to protect and serve all people equally, without prejudice or discrimination.'
