PhilHealth-Davao Regional Vice President, lawyer Harvey Carcedo, clarified that the transfer of nearly P90 billion from PhilHealth to the national treasury was legal and constitutional, initiated by the Department of Finance under the General Appropriations Act to support priority government projects.
Following former President Rodrigo Duterte 's questioning of the transfer of billions in unused funds from Phil Health to the national treasury, Phil Health -Davao Regional Vice President, lawyer Harvey Carcedo, clarified that the transfer was initiated by the Department of Finance (DOF) under the General Appropriations Act (GAA) to support priority government projects .
Carcedo assured PhilHealth members that the transferred funds did not come from their premiums and that benefits would continue unaffected. He stated that the transfer was both constitutional and legal
