Commission on Audit (COA) points out that the unused P89.90 billion funds of PhilHealth could have been used to expand benefits for its members, particularly for indirect contributors like senior citizens and persons with disabilities.
The excess P89.90 billion funds of the Philippine Health Insurance Corp. (Phil Health ) could have expanded its members' benefits, the Commission on Audit (COA) noted. COA's 2023 audit report highlighted that remitting these unused funds to the Bureau of Treasury deprived Phil Health members of additional benefits. COA suggested the funds could have been used to enhance benefits for indirect contributors, such as senior citizens, persons with disabilities, and marginalized members of society.
The Department of Finance directed PhilHealth to remit unused subsidies to fund the 2024 budget. This directive faced opposition from several groups, leading to a Supreme Court (SC) ruling against further transfer of PhilHealth funds to the national treasury. Currently, P60 billion has been transferred, leaving P29.9 billion with PhilHealth. COA concluded that PhilHealth's management of its Reserve Fund did not fully comply with the Universal Health Care Act, aiming for equitable access to quality and affordable health care for all Filipinos
