The Philippine Health Insurance Corp. (PhilHealth) has significantly increased its Z Benefit Package for Peritoneal Dialysis (PD), providing up to P1.2 million in coverage for pediatric patients and up to P510,140 for adults. This expansion, effective January 1, 2025, aims to improve healthcare access and quality of life for dialysis patients.

In a major victory for dialysis patients, the Philippine Health Insurance Corp. (PhilHealth) has significantly expanded its Z Benefit Package for Peritoneal Dialysis (PD), increasing coverage to as much as P1.2 million for pediatric patients and up to P510,140 for adults. This substantial enhancement, effective January 1, 2025, reflects President Ferdinand Marcos Jr.’s commitment to bolstering healthcare benefits despite the absence of government subsidy.

Peritoneal dialysis is a renal replacement therapy where a patient’s peritoneal membrane acts as an artificial kidney. Unlike traditional hemodialysis, which necessitates frequent hospital visits, PD allows patients to undergo treatment at home, offering greater flexibility and improving quality of life. Previously capped at P270,000 per year, the new PD package provides higher financial support, dependent on the type of treatment and PD solutions utilized. Adult patients can receive either P389,640 or P510,140, contingent upon their daily PD solution requirements. For pediatric patients, coverage is even more substantial. Those undergoing Continuous Ambulatory Peritoneal Dialysis are eligible for P510,000 to P765,210, while those on Automated Peritoneal Dialysis can receive P763,000 to P1.2 million. PhilHealth president and chief executive officer Emmanuel Ledesma, Jr., stated that the agency aims to encourage PD as a primary treatment option for patients with Chronic Kidney Disease Stage 5. 'We want to promote peritoneal dialysis as an alternative to hemodialysis — not only to empower patients with autonomy and flexibility in choosing their treatment, but also to enhance their mobility and overall quality of life,' explained Ledesma. In addition to PD solutions, PhilHealth will also cover infection prevention care, catheter insertion, outpatient treatment of PD-related peritonitis, laboratory and diagnostic tests, as well as essential drugs and medicines for both adult and pediatric patients. Under PhilHealth Circular 2024-0036, patients must be registered in the PhilHealth Dialysis Database and meet membership eligibility criteria. Adherence to prescribed treatment plans is mandatory, and patients are prohibited from selling, sharing, or distributing their PD solutions. Furthermore, contracted providers and healthcare facilities are prohibited from charging co-payments for essential health services. However, additional charges may apply for non-essential services and amenities, provided these are clearly disclosed to patients. The enhanced PD Z Benefit Package is available at 51 PhilHealth-contracted providers nationwide. For residents of Central Visayas, the Vicente Sotto Memorial Medical Center in Cebu City and Cebu South Medical Center in Talisay City are among the accredited Z Benefit Providers for peritoneal dialysis. With this improved coverage, more Filipino dialysis patients, particularly children, can access life-saving treatments without the financial strain of excessive medical expenses
