‘It’s been clear that Parks Canada does not have a mandate from Treasury Board to meaningfully negotiate,’ said Alex Silas, the regional executive vice-president for the Public Service Alliance of Canada in the National Capital Region also assigned to the bargaining team of Parks Canada employees.“They didn’t really address any of our proposals and they didn’t have any proposals of their own,” Silas said of the federal government agency charged with managing Canada’s national parks.

According to Silas, the union team first sent their notice to bargain in June 2021, two months before their collective agreement expired, and has been at the table since last April. Nicolas Angers, a bargaining team member and acting lockmaster at the Trent-Severn Waterway, said it was important to declare impasse to “raise the bar” for members across the country.
