“In the performance of our duties, we will not resort to the use of force or intimidation, or deliberately inflict injury or harm to anyone,” pahayag ng Pangulo sa kanyang “Talk to the Troops” sa Western Command Headquarters sa Camp General Artemio Ricarte sa Puerto Princesa City, Palawan kahapon. Sinabi rin ng Pangulo na hindi magsisimula ng giyera ang Pilipinas at hindi gawain ng bansa na mang-udyok ng kaguluhan, bagkus ay nakatuon ang gobyerno na magbigay ng mapayapa at masaganang buhay sa bawat Pilipino. “We are not in the business to instigate wars — our great ambition is to provide a peaceful and prosperous life for every Filipino. This is the drum beat — this is the principle that we live by, that we march by,” ani Marcos. Pero nilinaw ng Pangulo na maninindigan ang Pilipinas kaya hindi umano dapat ituring na pagpaparaya ang pagiging kalmado at mapayapang disposisyon ng gobyerno. “History itself can tell that we have never, never in the history of Philippines, yielded to any foreign power…we owe to our forefathers the duty to keep the freedoms that they fought, bled, and died for, and that we presently enjoy,” ani Marcos.Bumisita si Marcos sa WesCom headquarters isang linggo matapos atakehin ng China Coast Guard ang puwersa ng Pilipinas na nagsasagawa ng rotation and reprovisioning mission sa BRP Sierra Madre sa Ayungin Shoal sa WPS noong Hunyo 17. Pinarangalan din ng Pangulo ang 80 sundalo na nakaranas ng karahasan sa CCG. Tiniyak niya na nasa likod ng mga ito ang buong bansa para ipagdasal ang kanilang kaligtasan at tagumpay.
