A new policy of the Pangarap Village in Caloocan City prohibits teachers from entering the school inside the subdivision if they are non-residents.According to a "24 Oras" report by Mariz Umali, non-resident teachers need to be accompanied by a barangay official to get to the Pangarap National High School and the Pangarap Elementary School, which is inside the village.Almost 3,000 students are studying in the school. With the new policy, close to a thousand face losing a school.
