MANILA - There seems to be no reason for President Rodrigo Duterte to reject a temporary franchise for ABS-CBN, his spokesman said Wednesday after the House of Representatives suddenly tackled a bill

granting the media giant an authority to operate until October this year.

The move comes more than a week since ABS-CBN shut down its broadcast operations on May 5 in compliance with an order of the National Telecommunications Commission. The company's franchise expired on May 4. "No other branch of government can issue a franchise but Congress. And it must emanate from the House of Representatives," he added.

House Bill No. 6732, filed by House Speaker Alan Peter Cayetano, grants the Lopez-led network an interim license to operate before Congress deliberates on long-pending bills giving ABS-CBN a license to broadcast for another 25 years.
