PRESIDENTIAL Spokesperson Harry Roque on Wednesday, May 6, assured lawmakers that President Rodrigo Duterte is “completely neutral” on the ABS-CBN franchise bill and congressmen should vote on it according to their conscience.
“Ang paninindigan ng Presidente, kung nakuha naman po ng Kongreso na magpasa ng resolution na humingi sa NTC na magbigay ng provisional authority, bakit hindi na lang magpasa ng batas na nagbibigay ng franchise sa ABS-CBN?” Roque said. ABS-CBN television and radio stations went off the air Tuesday evening, May 5, in compliance with the NTC order.
He was referring to Katigbak’s public apology over ABS-CBN’s failure to air some of Duterte’s political ads during the 2016 presidential elections, which installed Duterte as the country’s first President from Mindanao. While the NTC is an attached agency of the DICT, it could not be dictated upon by the DICT because it is a quasi-judicial body.
