Nigel Brooks Peer, 50, pleaded guilty in provincial court in Charlottetown recently to entering a closed piping plover-protected beach area without a permit, which is an offence under the Canada National Parks Act. Federal Crown attorney Matthew Bradley stayed two other related charges under the Canada National Parks Act for entering a restricted sand dune protection area without a permit and unlawfully disposing of garbage. Even so, Bradley presented the facts of those two charges as well to give the court a more complete picture of the overall incident.
Peer gave a statement to the park wardens and admitted to riding his bicycle on the beach and past signage indicating that the area was closed to the public. Peer also admitted to entering the closed sand dune area as well as drinking a beer on the restricted area at the beach and leaving the empty can behind without disposing of it properly.
Bradley noted that Peer also received a verbal warning from park wardens at Brackley Beach this year for entering a closed sand dune area.
