The new money would go to baseline funding and separate bilateral deals, and bring total federal health care spending to $196.1-billion

The federal government is offering premiers $46.2-billion in new health care funding over 10 years, a figure that is significantly less than the premiers’ long-standing demands.

The separate bilateral deals will be signed individually between Ottawa and each province and territory and will target areas like primary health care, staff shortages and surgery backlogs, mental health care and substance use, and health system modernization. Ahead of his meeting, Mr. Trudeau told reporters his government’s financial offer would ensure “better results for Canadians now, but also into the coming years.”

“We are open to a first step in the right direction” said Mr. Legault in French, adding that “a substantial amount would be welcome, even if it isn’t the total amount.” Asked if the premiers believe there will be any wiggle room to negotiate on Ottawa’s funding proposal, Mr. Legault said: “Mr. Trudeau had two years and a half to present a proposal so I guess we would have a few days to study it.”
