The street next to Parliament Hill has been closed to public drivers since it was gridlocked by convoy protestors in early 2022.

On the security question, Jaczek said the 2022 convoy protests “exposed vulnerabilities associated with Wellington Street serving as a main roadway running through the Parliamentary Precinct” as well as “several long-standing security and policing gaps.”

The street has been closed to public drivers since it was gridlocked by convoy protestors more than a year ago, and the question of a transfer to federal ownership is something both the city and federal government have been considering since then.

A June 2022 file photo shows some of the barricades that closed off Wellington Street to public vehicle traffic. In an April 6 response to Jaczek, shared by the mayor’s office, Sutcliffe wrote that Wellington Street would be reopened, in line with council’s February decision to do so, with a traffic lane and bike lane in each direction.

With the city studying “what the implications of transferring this iconic city street to the federal government might be,” and until a traffic study of a permanent Wellington Street closure is completed, Sutcliffe said it would be “premature to enter into an interim care and control agreement that has the explicit objective of maintaining the current road closures.”

In the interim, the mayor said he fully supported biweekly meetings between the city’s general manager of planning and an assistant deputy minister under Jaczek, “as they identify the multitude of issues that must be fully addressed before recommendations can be made about the future of Wellington Street .”On Thursday, the city’s director of traffic services, Phil Landry, said staff expected to reopen Wellington Street to vehicles by the end of April or early May.
