But if Kenny outshone him at first, Ford outlasted him. After flailing and failing on the carbon tax challenge, they both faced a more serious foe in COVID-19 — and coped in different ways. By contrast, after a few false starts, Ford heeded the health experts and enforced the rules — not only across the province but in his own caucus. Anti-vax MPPs were expelled in Ontario but coddled in Alberta.
