When word trickled out from the most recent global climate talks that Canada was standing in the way of a tough deal to phase out fossil fuels, it looked for a moment like Environment Minister Steven Guilbeault was losing his resolve.

There has, however, been a shift in his focus over the course of his time as minister, away from ideology and towards urgent implementation, with the federal government square in the centre of all things net zero. It also means gasoline will go up 3.3 cents a litre next spring everywhere except in Quebec, British Columbia and New Brunswick,Guilbeault makes no apologies for that. But when he goes to sell the initiative, he is not talking about the dangers of letting emissions rise or the benefits of protecting the environment. He talks instead about the extra money in taxpayers’ pockets that comes from the redistribution of the money collected on gas and fuel.

But it’s one more thing Guilbeault and his department, along with other areas of the federal government, will have to take on with gusto if they hope to actually achieve their climate-change targets. At the same time, Europe needs more natural gas and energy of all kinds, and so Canada is encouraging liquid natural gas approvals, even as it has ramped up policy to produce more nuclear energy through small modular reactors, and developing up new hydrogen capacity.
