It looks increasingly unlikely that Ontario consumers will see a new “pop can tax” on June 1.

Sources say the launch of the Recycle Everywhere program will be further delayed because retailers are pushing back on proposed “container recycling fees” of between one and three cents. The fees were set forth by the Canadian Beverage Recycling Association in response tothat shifts responsibility onto manufacturers rather than municipalities.

The association and some beverage companies want to move forward with fees that trickle down to consumers, the source said, but retailers are pushing back. “I think there are growing concerns from the retailers about moving this plan forward as is,” they told the Star. Currently, he said the big grocery chains have told beverage producers that the recycling fee has to be negotiated like any other fee increase. Sands emphasized, however, that independent grocers lack the same kind of leverage to push back.
