MacNeil said approximately 300 police officers and civilian staff worked on Project Cobra over the past three years. U.S. Homeland Security Investigations, U.S. Customs and Border Protection, Canada Border Services Agency, Niagara Regional Police, Canada Revenue Agency, and Financial Transactions and Reports Analysis Centre of Canada were all involved in the investigation. RCMP units in Ontario, Nova Scotia, Saskatoon, North Battleford, Sask., and Osoyoos, B.C., assisted in the project.
