Only 4 per cent of buildings in Japan's capital city that could have solar panels do now, says the city's governor.

Tokyo Governor Yuriko Koike noted last week just 4 per cent of buildings where solar panels could be installed in the city had them now. The Tokyo metropolitan government aims to halve greenhouse gas emissions by 2030 compared with levels in 2000. Japan, the world's fifth-largest carbon emitter, has committed to achieving carbon neutrality by 2050 but has faced difficulty, relying heavily on coal-burning thermal power after most of its nuclear reactors were destroyed
