Those charges will be dropped as part of a deal in which Girgis agreed to plead guilty to one misdemeanour count of failure to file and label informational materials. The US Justice Department has in recent years cracked down on what it terms transnational repression, or efforts by a foreign state to intimidate or threaten political opponents in another country.
