New DPWH Secretary Orders Courtesy Resignations in Department-Wide Overhaul

Vince Dizon, the newly appointed Secretary of the Department of Public Works and Highways (DPWH), has ordered all officials, from top-level executives to district engineers, to submit courtesy resignations as part of a comprehensive reform initiative directed by President Ferdinand Marcos Jr. This move aims to address corruption and improve efficiency within the department.

Vince Dizon has officially sworn in as the new Secretary of the Department of Public Works and Highways ( DPWH) this Monday. In alignment with President Ferdinand 'Bongbong' Marcos Jr.'s directive to reform the department, Dizon announced he will order all its officials, from the highest-ranking positions down to district engineers, to submit courtesy resignations. During a Palace press briefing, Dizon stated that this order will be implemented immediately the following day.

He emphasized, “I will execute this immediately the next day. First, my initial order to be released is to request courtesy resignations from top to bottom – Undersecretaries, Assistant Secretaries, division heads, regional directors, all the way to district engineers nationwide. This is the first order the President wants to issue.” This action forms part of his commitment to fulfilling President Marcos’s instruction to conduct a thorough “clean sweep” within the DPWH. “Purging, that is the President’s primary directive. We had a lengthy discussion earlier, and he said, ‘Clean up the DPWH,’” Dizon explained. \The officials and personnel will undergo a rigorous evaluation process after submitting their resignations to identify those who demonstrate exceptional performance. “They believe there are many good and capable personnel within the DPWH. The President’s order is to find them and place them in sensitive and important positions,” Dizon added. Simultaneously, Dizon assured that those involved in anomalous projects, such as “ghost projects,” will be held accountable. “These kinds of projects cannot exist without collusion within the DPWH,” he asserted. “When a project is merely a figment of imagination, as the President put it, a ghost project, it’s impossible for there to be no one within the DPWH who signed off on it. Take, for example, the project the President visited in Bulacan, a non-existent project. The President even showed receipts for payments made to contractors. How can a project be paid for when it’s just a figment of imagination, when it doesn’t actually exist?” Dizon further stated that anyone from the DPWH found to be complicit in such corruption will be identified, removed from their position, and prosecuted. \Prior to this, Malacañang announced that the President had accepted the resignation of Manuel Bonoan as head of the DPWH, effective September 1, 2025. Marcos explained that he accepted Bonoan’s resignation due to the issue of command responsibility concerning questionable DPWH projects, following reports of weak and “ghost” flood control projects. Dizon’s appointment and the subsequent order for courtesy resignations signal a strong commitment to addressing corruption and inefficiency within the DPWH. The President’s directive for a ‘clean sweep’ underscores the seriousness with which the administration views these issues. The evaluation process following the resignations will be crucial in identifying competent personnel and rebuilding trust in the department. The focus on accountability for ‘ghost projects’ and the promise of prosecution for those involved demonstrate a zero-tolerance policy towards corruption. This move is expected to have a significant impact on the implementation of infrastructure projects across the country, aiming for greater transparency, efficiency, and accountability in the use of public funds. The administration hopes that these reforms will lead to improved infrastructure and better service delivery for the Filipino people. The swift action taken by the President and the new DPWH Secretary demonstrates a proactive approach to addressing long-standing issues within the department and restoring public confidence
