SYDNEY, N.S. — Cape Breton University says it's disappointed with its allotment for international students but aims to overcome the setback.CBU said the federal policy changes will impact recruitment and ripple through communities that are seeing population growth for the first time in decades.Cape Breton University has been told it can receive a maximum of 5,086 study permit applications from foreign students, half last year’s number.
