The federal government is offering to repatriate 10 Canadian children from Syrian camps for Islamic State followers but refusing to allow the kids’ mothers — who don’t have Canadian citizenship — to accompany them.

“She asked if I would send the kids,” one of the women wrote of the meeting with the Canadian official, according to Bain. “I explained to her that I wished to give the kids what is best for them, though I don’t think it’s a good idea separating from them at this stage. She said she would talk to us in a week and a half to see if we had had a change of mind.”

Global Affairs Canada did not respond to a request for comment on the offer made Thursday to the four women. Lawyers for the women and children struck a deal to have them repatriated. Prime Minister Justin Trudeau said this week that the government might appeal the Federal Court decision that pertains to the male detainees.

Letta Tayler, assistant director of Human Rights Watch’s Crisis and Conflict division, said in an interview that she had received the same information from Bain. If it is accurate, she said, Ottawa is presenting the mothers with “an unconscionable choice.” “I don’t know if these women are fit mothers or not. I’m not the person to make that call,” said Tayler. “But nor should Canada’s Global Affairs be the one to make that call in and of itself.”
