More Renewable Energy Projects Face Termination in Philippines

The Department of Energy (DOE) in the Philippines is reviewing another batch of renewable energy (RE) projects for possible contract termination due to delays in meeting project timelines. This follows the announcement last October of 105 RE projects facing termination, most of which were awarded in 2017 and 2019. The DOE stated that 88 of these projects are stalled due to various reasons, including the inability to secure land rights or grid connection approvals. While the DOE has sent termination notices to these projects, proponents can still appeal the decision.

Another batch of renewable energy projects is up for review for possible termination of contracts due to noncompliance with project timelines, Department of Energy officials said on Wednesday.

Without identifying the RE developers, the agency said 88 of the 105 are “non-moving” due to delays in their pre-development timeline or are not progressing at all. Among these 88 projects, 53 are solar, 17 are hydropower, 10 are wind, five are geothermal, and three are biomass. The potential capacity of the 88 non-moving RE projects is estimated at 12,939 megawatts .

The DOE official said the agency wants to ensure the efficient and timely execution of RE projects by regularly assessing the progress of these projects. The terminated contracts could be reassigned either via the conduct of an Open and Competitive Selection Process or award to qualified applicants.
