The Metropolitan Manila Development Authority ( MMDA ) has proposed adjusting the working hours of national government agencies (NGAs) to 7 a.m. to 4 p.m., an hour earlier than usual, to alleviate traffic congestion in Metro Manila. The agency plans to seek President Marcos' approval for this work schedule change, aiming to implement it in March, coinciding with the rehabilitation of EDSA , a major thoroughfare in the city.

According to the MMDA, data gathered from surveys conducted on local government units that have adopted the 7 a.m. to 4 p.m. work schedule indicates a reduction in traffic congestion. The report suggests that implementing this schedule would lead to faster travel times during peak hours on Metro Manila's major roads and a decrease in traffic delays. The MMDA estimates that 37.15% of the 473,533 NGA employees who use private vehicles would be distributed across different travel times, avoiding peak congestion. Additionally, 47.20% of NGA employees, or approximately 223,508, who utilize public transportation, would avoid coinciding with the peak hour rush alongside private sector employees. MMDA chairman Don Artes stated that he would formally submit his recommendation to the Office of the President after obtaining consensus from Metro Manila LGUs regarding their experiences with the modified work schedule. He emphasized the importance of coordinating with the mayors and understanding their preferences to ensure that the data presented to the President is comprehensive and the recommendations align with the diverse experiences of each LGU. Artes noted that San Juan City mayor and MMC President Francis Zamora, as well as Pasay City mayor Emi Calixto-Rubiano, have expressed their support for the 7 a.m. to 4 p.m. work schedule. This proposal comes amidst concerns about the anticipated increase in traffic congestion due to the scheduled EDSA rehabilitation, a major road repair project.
