Migrante International: PhilHealth Data Breach Fine Should Not Burden Members

A migrant-rights advocacy group, Migrante International, has called on the Philippine government to ensure that the fine imposed on the Philippine Health Insurance Corp. (PhilHealth) for its 2023 data breach does not negatively impact its members. The group supports the National Privacy Commission's (NPC) decision to sanction PhilHealth for negligence that resulted in a data breach risking 42 million records. Migrante International argues that PhilHealth members, including overseas Filipino workers (OFWs), should be compensated for the breach and that the fine should not affect the state-run health insurer's service delivery.

A migrant-rights advocacy group called for the government to ensure that the fine to be imposed on the Philippine Health Insurance Corp. for its data breach in 2023 will not be at the expense of state-run health insurer’s members.

Under Republic Act 11223, or the Universal Health Care law, all Filipinos, including OFWs, are required to be enrolled in PhiHealth. Marcos, however, supported the move of Congress not to provide government subsidy to PhilHealth this year due to its massive surplus fund.
