The mass casualty report is a damning critique of how police have failed repeatedly to learn lessons, and instill the training required for front-line officers to recognize and take seriously the signs that angry, violent men may start killing
Police vehicles pass through an RCMP checkpoint on Portapique Beach Road on April 22, 2020. - Ryan TaplinThe Mass Casualty Commission’s policing report makes dozens of recommendations, including that degree-granting policing programs, based on Finland’s model, should be developed at academic institutions across the country. Completion should be a requirement to become a police officer.
“The perpetrator’s violence and illegal firearms came to the attention of police on repeated occasions in the years prior to the mass casualty,” reads the report. Though one RCMP officer made semi-regular visits to Wortman at his home in Portapique, considering him a source in the community, no investigation was ever conducted and no effort was made to confirm the firearms.
Multiple officers from the Bible Hill detachment decided there wasn’t enough evidence to lay charges and no-one talked to Duggan. On Aug. 21, 2017, Duggan’s wife called police to say she’d fled the family home after he kicked in the door, that he was drunk and she was afraid he was going to kill Butlin. She later called and warned that she thought he’d obtained a gun.
The review recommended more advanced investigative training for front-line officers and supervisors, use “subject matter experts” when needed in sexual assault complaints, and that officers use the Best Practice Guide for Sexual Assault Investigations prepared by RCMP headquarters.
