In a media interview in Malacañang on Dec. 16, Marcos said the government must spend on critical infrastructure projects, especially amid the series of calamities hitting the country.'We had to build things that we never had to build before; we are monitoring, especially the ODA project, to make sure that our debt ratios are still relatively manageable. And we are. The debt ratio to the GDP now is lower than when we started two years ago,' he told reporters.
While the government had implemented flood-mitigating programs, Marcos said it was not enough, admitting that the 5,500 flood control projects throughout the country were overwhelmed by the large volume of rain Kristine dumped. 'The storm this time is different. We have flood control systems but because of larger amounts of rainwater, we can no longer cope,' he said in an earlier interview. Currently, the government has nine 'flagship' flood control projects in the pipeline.
