The reasons for the change of heart and drastic turnaround of so many voters lie squarely in the text of the Constitution itself and on the way the Convention conducted its one-year redaction. In fact, the Constitutional process had been the institutional solution that the conservative government of Sebastián Piñera had conceived as a way out of the violence, in a political agreement backed by all major parties, except the Communist Party. Constitutional reform had not been on the agenda and was not among the demands of those rioting in the streets.
As such, the left wing majority — largely ignoring or actively “cancelling” other groups within the Convention — proceeded to approve articles that expanded the role of the state in all walks of life, from creating state companies and regional media, to promoting “the culinary and gastronomic heritage” and “spirituality as an essential element of the human being,” as well as recognizing “neurodiversity” and guaranteeing people’s right to “develop their personalities and identity.
