In a statistical report of the Comelec Mandaue, there are 236,668 registered voters in the city. Manatad reportedly attempted to locate these voters at their declared addresses but could not confirm their residency with barangay officials or community leaders. This raised suspicions that these were “fictitious” or “flying” voters, or individuals registered in a district where they do not reside to manipulate election results.
