The Mandaue City Council has approved a supplemental budget to fund infrastructure projects aimed at mitigating flooding in Barangay Looc.

The Mandaue City Council has approved a proposed P74.6-million supplemental budget (SB) ordinance on first reading to fund infrastructure projects in the flood-prone Barangay Looc , including drainage systems, road concreting, and grouted riprap works. The proposed SB ordinance, authored by Councilor Marie Immaline Cortes-Zafra, chairperson of the committee on budget and finance, passed its first reading on December 9, 2024.

The legislation still needs to pass second and third readings before it can be transmitted to the Office of the Mayor for signing. Zafra said the funds would come from unused surplus allocations under the 20 percent Local Development Fund for fiscal years 2020, 2023, and 2024, after previously planned projects were deemed infeasible. The breakdown of the reallocated funds is P22 million from 2020, P34.65 million from 2023, and P18 million from 2024. Assistant City Treasurer Julia Ballesteros certified the availability of funds, while City Planning and Development Coordinator Marlo D. Ocleasa confirmed that the surplus came from stalled projects such as road improvements, drainage upgrades, and park developments. Zafra said the projects aim to alleviate flooding in Looc, which is severely affected during the rainy season. “It’s difficult nowadays because it’s the rainy season. We can help to prevent flooding,” Zafra said in Cebuano. The proposed ordinance was reviewed by the committee on laws and ordinances and the committee on appropriation, budget, and finance. Both committees found it compliant with Sections 320, 321, and 458 of the Local Government Code of 1991, which allow local government funds to be reallocated for public welfare. The ordinance is set for second reading on December 19
