The implementing rules (IRR) of the Magna Carta of Filipino Seafarers have been released, providing increased legal protection, training, and benefits for the 700,000 Filipino mariners. The IRR, signed at Malacañang, guarantees seafarers' rights from training to retirement, including free legal aid and protections against harassment. It also emphasizes improving maritime education and training to boost global competitiveness.
A SENIOR lawmaker on Thursday expressed confidence in enhanced legal protection, cutting-edge training, and improved benefits for some 700,000 Filipino mariners following the release of the implementing rules of the Magna Carta of Filipino Seafarers .
Villafuerte, one of the principal authors of the Magna Carta, commended the President’s directive for the Department of Migrant Workers and the Maritime Industry Authority to work alongside the Departments of Labor and Transportation, among other agencies, to ensure the full and immediate implementation of the IRR.
The Magna Carta guarantees free legal assistance for seamen facing workplace violations or employment disputes. Under the IRR, the DMW will use the Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan Fund to provide legal aid for overseas cases. For domestic cases, seafarers can seek free representation through the Public Attorney’s Office .
