Former Nine Entertainment CEO Hugh Marks says doubling the budget of a locally-produced drama series would help TV creators capture a bigger, global audience.

Outdated rules forcing a quota on the number of hours of Australian TV content broadcasters must air are leading to low budget, poor quality shows that lack ambition and do not compete on a global stage.

“Traditionally, we’ve been constrained by the size of our local market. The ambition of our shows has had that as an ultimate constraint. And we’ve made shows at a certain budget level which ultimately, given the size of the market, is a lot less than what’s happening internationally,” Mr Marks said.“There’s no reason why we can’t emanate from Australia shows that have an ambition to compete with the best shows around the world. The people exist.

“All regulation in this sector has been focused on the number of hours made, which fits with the notion of making things for fewer dollars per hour,” he said. TV networks and local pay TV services already fund shows using a mix of direct funding, government grants, tax offsets and overseas investment, while international streaming services already tend to think globally when funding an Australian production.“I’m finding the streamers are increasingly thinking about new models, they’re increasingly thinking about the importance of money that they spend here having some value beyond this market. So that thinking is fantastic,” Mr Marks said.
