This move comes in response to Acting Trade Secretary Cristina Roque’s launch of a preliminary safeguard measures investigation.

Local cement manufacturers have expressed their support for the Department of Trade and Industry’s ( DTI ) initiative to review the increase in cement imports over the past few years to determine if it has a negative impact on the local cement industry.

In a statement, the Cement Manufacturers Association of the Philippines (CeMAP) and Eagle Cement Corporation announced that they have both submitted position papers in response to Acting Trade Secretary Cristina Roque’s launch of a preliminary safeguard measures investigation. The investigation aims to assess the impact of increased cement imports on the local cement manufacturing sector. CeMAP submitted its position paper to the DTI on November 12, while Eagle Cement Corporation followed with an official letter of support. The Federation of Philippine Industries also expressed its support for the DTI probe, recognizing the urgent need to protect the domestic cement sector. Roque issued a notice, under Section 6 of the Safeguard Measures Act, directing a preliminary investigation covering the importation of cement from 2019 to 2024. The rise in cement imports, by 10% in 2020, 17% in 2021, and 5% in 2023, triggered this investigation. The share of cement imports increased from 30% in 2019 to 47% in 2023 and 51% in the first six months of 2024. The Trade Department also noted a decline in the domestic cement industry’s sales from P79 billion in 2019 to P64 billion in 2023. According to data from the Bureau of Customs, cement imports from January to October 2024 reached 6.2 million tons, marking a 5% increase year-on-year, with October registering a record-high 870,000 tons
