The Liberal government has issued list after list of new financial sanctions in response to Russia’s February invasion of Ukraine, totalling nearly 1,500 Russians, Ukrainians and Belarussians. What’s not known is how many of those individuals have actually had their money frozen, had money in Canada in the first place, or even why those specific individuals were chosen to be on the sanctions list, say critics.
Charron said Canada has never before sanctioned so many individuals. Part of the reason for that is that Canada used to implement sanctions as part of UN resolutions, but since Russia’s 2014 invasion of Crimea, that process is no longer working due to security council vetoes from Russia and China – leading to countries having to implement autonomous sanctions.Article content
“Is that 10 houses? Is that one bank account? Is that 100 bank accounts? We don’t know,” said Charron. “Does it mean that’s only part of the assets seized, and perhaps there are other assets that still need to be seized?”Article content Security and intelligence consultant Jessica Davis said the fact that the RCMP has released figures about how much money has been frozen and blocked in transactions is comparatively transparent, considering it’s the government’s norm to release even less.
Clifford Sonsnow, a trade lawyer and partner at Fasken, said banks can tap third-party services to make sure they’re targeting the right individual. Sosnow said he suspects the numbers released by the RCMP — $122.3 million in frozen assets and $290.7 million in blocked transactions — aren’t an “accurate snapshot.”Last week, Trudeau also said the government would provide $76 million for sanctions enforcement.
