Senator Panfilo Lacson revealed that four parcels of allegedly illegally reclaimed land in Taguig City are covered by fraudulently issued titles and that four other parcels are missing from LRA digital files. The documents will be turned over to the Ombudsman for investigation, with details of titleholders temporarily withheld pending the probe.
Senator Panfilo Lacson disclosed that four parcels of allegedly illegally reclaimed land in Taguig City are covered by titles that were fraudulently issued, and his team intends to turn over these documents to the Office of the Ombudsman for formal investigation.
In addition, four other parcels do not appear in the digital records of the Land Registration Authority (LRA), raising further concerns about irregularities in the titling process for reclaimed properties along the Taguig side of Laguna Lake. Lacson stated that he released the initial findings of his investigation to counter accusations from Senator Alan Peter Cayetano that the earlier exposé on illegal reclamation operations in Taguig was fabricated.
By presenting concrete documentary evidence, Lacson said he aims to demonstrate the legitimacy of the concerns raised and to advance the public interest. Lacson detailed the specifics of the four parcels under scrutiny. The first parcel, measuring 9,204 square meters, is covered by an administrative patent and an original certificate of title (OCT). The second parcel, covering 5,000 square meters, was registered through judicial or ordinary land registration and likewise carries an OCT.
The third parcel, which is significantly larger at 181,077 square meters, is covered by a homestead patent and a transfer certificate of title (TCT), while the fourth parcel, covering 193,027 square meters, is registered under a TCT. Lacson noted that certain sensitive details, including the identities of the titleholders and the specific OCT and TCT numbers, are being temporarily withheld because the investigation remains ongoing.
All the gathered evidence will be submitted to the Ombudsman fact-finding team to determine the appropriate legal actions, including the possible filing of criminal charges against those responsible for the fraudulent issuance of the titles. The senator had previously coordinated with the LRA to trace the history and origin of newly uncovered land titles covering approximately 38.83 hectares of illegally reclaimed land in Taguig.
The documents under review were based on materials provided by the Philippine Reclamation Authority (PRA) to Lacson's office. He explained that tracing the chain of titling is essential to uncover any manipulation that may have occurred in the issuance of these titles. These titles may be declared void ab initio, or void from the beginning, once the PRA initiates forfeiture proceedings against the properties.
Lacson further mentioned that several crates of documents from the Department of Public Works and Highways connected to anomalous infrastructure projects in Taguig would also be submitted to the Office of the Ombudsman, suggesting a broader pattern of irregularities involving land reclamation and public works in the area
