Australians won’t know the exact model of the Indigenous Voice to Parliament when they cast their ballots at the referendum before the next election.

The government has formed three committees to consult and advise on the referendum after Prime Minister Anthony Albanese unveiled his proposed constitutional amendment at the Garma festival in July.

Despite pledging to hold a referendum on the Voice to Parliament in his first term, the Prime Minister has only released limited detail on the body. The second section of the constitutional amendment would read: “The Aboriginal and Torres Strait Islander Voice may make representations to parliament and the executive government on matters relating to Aboriginal and Torres Strait Islander peoples.”

While accepting the three lines adequately establish the body’s role and purview, the group suggested a further provision explicitly giving the Parliament the power to confer additional functions to the Voice.
