OTTAWA—The Canadian government refuses to say where it stands on Ukraine’s increasingly urgent demands for international allies to supply it with hundreds of heavy tanks — a request that looms as the latest test of Western support for the war-torn country.

Defence Minister Anita Anand travelled in secret to Kyiv Wednesday to meet where she announced Canada would spend $90 million to purchase and send Ukraine an additional 200 armoured personnel carriers made in Mississauga, on top of eight already provided. But she stayed mum on whether Ottawa would dispatch tanks.

Anand, in a video news conference with Canadian reporters, condemned the Russian invasion and the damage inflicted by Russian artillery and tanks on civilian infrastructure as brutal and barbaric. Senior Canadian government sources have told the Star that behind the scenes, G7 and other allies recognize the war in Ukraine will get harder to fight for both sides, especially over the winter, but insist there has been no wavering of support for Ukraine.
